Strides towards Smart Cities in India : The Complete Streets Framework Toolkit

Have you ever wondered what truly makes a city? Is it just the layers of history seen through the built forms, or is it also the people and their interactions, which breathes life into these spaces on the streets? Streets in Indian cities have always been filled with this magic, weaving stories through the interplay of people travelling through the space for travel, business and other activities, inturn giving them a unique identity. Occupying approximately one-fifth of the total urban land area, streets are amongst the most valuable urban assets of any city.

However, India is at the crossroads of an ever-increasing demand for transportation and vehicle growth, due to rapid urbanisation, economic development, and growing wealth among households. This has made it critical for Indian cities to introduce sustainable mobility measures, to ensure a safe, equitable, and livable future for its people.

With this aim, the Ministry of Housing and Urban Affairs, under the Smart Cities Mission,  launched ‘The Complete Streets Framework Toolkit ’ with technical inputs from  ITDP India Programme, on 26th February 2019, in New Delhi. It is aimed at guiding the 100 selected  cities to prioritise walking, cycling, and public transport over cars, unlocking the inherent potential of the street space.

The toolkit is intended to be used by decision makers, city officials, engineers, planners, and consultants to develop a complete streets policy framework, design and implement as per standards and guidelines, and evaluate the progress.

The fault in our streets

Walking and cycling are critical transportation modes for the people in Indian cities, providing low-cost and a healthy means of travel. In spite of the surge in the use of cars and two-wheelers, nearly fifty percent of the population across the country still depend on walking and cycling, both as a primary mode of transport and for last mile connectivity. Yet, the ground reality is starkly different, with only one percent of all streets in India, having walkable footpaths.

The most vulnerable users of the street, the pedestrians and cyclists, are left to face the brunt of unsafe streets. Road fatality rates in India have surged to 20-25 times that of developed countries. With 56 pedestrian deaths and 10 cyclists deaths per day, reported in 2017 by the Ministry of Road Transport and Highways, the streets in India are certainly not safe for its people.

Increased traffic congestion and road fatality rates, impacting the liveability and well being of the citizens, has raised the need to invest more in improving the sustainable transport infrastructure in the country.  

MoHUA paves the way for a walkable India

The Smart Cities Mission has thus emphasised the need for the creation of pedestrian-friendly infrastructure, promoting walking and cycling as an integral part of urban development. In order to achieve this, the top 100 cities need to redesign and transform over 40,000 km of city streets into complete streets by 2030. This will help the Indian transport culture get back to more sustainable ways while ensuring citizens reclaim their streets from the clutches of cars.

The transformation, in the name of complete streets, aims to redesign Indian streets with high-quality footpaths, segregated cycle tracks, safe pedestrian crossing and regulated on-street parking; basically, improve accessibility for all citizens, regardless of age, gender, and physical ability.

The toolkit consist of seven volumes: i.Complete Street Policy Framework  ii.Complete Streets Policy Workbook iii.Complete Streets Planning Workbook iv.Complete Streets Design Workbook v.Complete Street Implementation Workbook vi.Complete Streets Evaluation Metrics vii.Complete Streets Best Practices. The step-by-step approach adopted aims at helping the cities in their decision making process, for bringing forth the transformation of its streets.

The toolkit begins with guiding cities to embed complete streets best-practises into a policy to set the big-picture vision. Clarity on the vision can better guide decision-making by the state and city administrators. Master planning follows suit, creating city-wide walking and cycling networks to ensure continuity and integration with public transport. All public transport commuters begin and end their journey by foot or cycle, thus, the impact of such network planning is far-reaching.

Network planning also helps cities identify particular streets that can be retrofitted or redesigned with footpaths and cycle tracks depending on the adjoining urban environment. The Design Workbook provides best-practise standards, guidelines, and the processes for designing complete streets by city officials, engineers, urban designers and consultants. Designs can look great on paper, but high-quality implementation of footpaths and cycle tracks is the game-changer. The Implementation Workbook is more of a check-list for urban designers, municipal engineers, and contractors on how to implement footpaths in complex urban environments. Finally, the progress must be monitored – the Evaluation Metrics details key performance indicators for monitoring transformation.

The Complete Streets Toolkit will help sketch a streetscape with opportunities for the millions whose lives would significantly be improved – especially women, children, and differently-abled people. A conscious effort to care for the most vulnerable members of the society is indeed a reflection of a developed country and a smart city. Afterall, as Shakespeare put it, what is a city but the people?

Creating Safer Cities: ITDP’s partnership with Janki Devi Memorial College

Transport – be it streets, buses, metro-rail, rickshaws – is not only infrastructure that we use for daily movement, but also constitutes our image of the city and how accessible or inaccessible it is – depending on our social identity.

To explore the intersections of Gender and Transport, in October 2017, ITDP co-taught a course on ‘Safe and Inclusive Cities’ at the Janki Devi Memorial College (or JDMC). Under the ‘Urban Planning and Infrastructure’ module, ITDP highlighted the dimensions of gendered travel such as trip chaining,  forced mobility, forced immobility, and mobility of care. Trip-chaining and the mobility of care look at women’s travel patterns, as they make multiple stops on their way to a destination for caretaking trips (such as accompanying a dependant to school, clinics, shopping for the household etc). Forced immobility is a consequence of violence and insecurity in transport, which constrains their movement. Introducing these concepts to enabled the young women of JDMC college to evaluate their daily paths through the lens of walkability, safety and comfort.

As a part of the course,  the students walked as a group and mapped the street from JDMC to Karolbagh Metro Station, the residential streets in the vicinity and Gangaram Hospital Road. They highlighted how encroached, discontinuous and inadequate footpaths forced them to walk on the carriageway, how high boundary walls along deserted stretches became places where men urinated, how ‘dark spots’ due to poor street lighting and inactive stretches increased unsafe walking conditions, how drinking tea at a vendor was uncomfortable because they were “looked” at by male bystanders or how they altered their walking path to take a longer route or avoid an unsafe stretch.

This short exercise has been followed by a second workshop in March 2018, where the same students are now conducting walkability assessments and safety audits using the Safetipin application within 500m around bus terminals in Delhi. This will culminate in a report rating the quality of walking infrastructure and the built environment and suggest concrete recommendations for creating gender responsive streets. Sonali Vyas from Safetipin conducted a training session on how to use the application, followed by pilot test audits.

Our preliminary findings reveal that road safety, quality of walking infrastructure, street lighting, gender diversity are consistently emerging as issues in accessing the bus terminals across Delhi. While the comprehensive findings will be shared in April, this exercise reflects ITDP’s endeavour to engage students (in this case, young sociology female students) in not only understanding gendered transport theoretically, but becoming aware of how accessibility can be enabled or hindered and the critical role that infrastructure plays in it.

#WomenOnTheMove: Women and Transport in Indian Cities

Centred around this idea, ITDP and Safetipin have released a policy brief on Women and Transport in Indian Cities. The draft was released on 13 June 2017 at a roundtable discussion on Gender and Transit, organized by ITDP, Safetipin and UN Women with participation from 30 women’s groups, international organizations, professionals and academic institutions.[1]

The coming decade will be a defining moment for India as its urban areas are estimated to constitute around 40 per cent or 600 million of its total population by 2030. According to the High Powered Executive Committee (HPEC), around INR 23 lakh crores is required over 2015–2030 for India’s urban transport infrastructure. The national government has initiated missions and schemes to invest in urban transport and infrastructure; and created indicators and service level benchmarks to establish a city’s baseline and goal for improvement. The recently announced Green Urban Mobility Scheme (GUMS) expects to invest around INR 70,000 crores over 2018–2023 on sustainable transport.

While there is momentum by different levels of government in addressing women’s safety in public transport, urban transport investments are largely gender blind with a limited understanding of the interrelationships between gender and transport. Sustainable urban development will remain elusive without integrating women and girls in urban transport.

Women and girls are close to 50 per cent of our urban population. They comprise only 19 per cent of “other workers”, 84 per cent of their trips are by public, intermediate public and non-motorized modes of transport (Census 2011)[2]. While 73 per cent of trips by “other workers” in urban areas are by sustainable modes of transport, women and girls’ share is only 14 per cent. Ultimately transportation will help women access economic and social opportunities. In the next few years, cities will need to make a concerted effort to improve women and girls’ experience of sustainable modes of transport to achieve a target of 40 per cent of all trips. The policy brief fills this gap by providing a framework to integrate technical and social, quantitative and qualitative approaches for enabling this transition.

In Section 1, the brief underscores the need for a policy brief focusing on women and transport in Indian cities. Section 2 describes the scope of the brief. The gendered dimensions of urban transport are covered in Section 3, with a focus on trip chaining and purpose, modal shares, trip distances, time poverty, sexual harassment and employment in the transport sector.  Section 4 proposes urban transport indicators and service level benchmarks for comprehensive mobility plans. Recommendations to improve women’s modal shares and experiences of walking, cycling, public and intermediate public transport, and engendering public transport authorities, are highlighted in Section 5.  Since urban transport is not the responsibility of one ministry or department, gender inclusion will require interventions at multiple scales and coordination with a number of ministries and departments. Section 6 identifies such ministries and departments and their potential role in mainstreaming gender.

Women’s access and use of urban transportation will play a key role in achieving India’s sustainable development goals (SDGs) and ensure women’s right to the city and its public spaces. To quote Shreya Gadepalli, who leads the ITDP India Programme, “When we create cities – their public spaces and transport systems – that are responsive to the needs of women, children and the elderly, they become great cities for all!”

Cycle sharing: Will India emulate China’s success story?

When it comes to public cycle sharing systems, India doesn’t need to look too far. China, in just under a decade, has outpaced European cities that gave birth to the idea half a century ago. Today, all but four of the 20 largest systems in the world are in China—ranging from 8000 to 80000 shared cycles. Unfortunately, India has none.

What is cycle sharing? 

Cycle sharing is a healthy, non-polluting, and flexible form of personal public transport—a great option for short trips and as a feeder to other public transport options. Cycles are securely stored (or docked) at a closely spaced network of stations. With a smart card or another form of identification, a user can check out a cycle from any station, use it for a short ride, and return it at any other station of the system. For a small membership fee (annual/monthly/daily), users can make unlimited free trips, as long as they return the cycle within a stipulated time (typically capped at 30-45 minutes).

Cycle Sharing - How it works

Is cycle sharing a new concept? 

Not really. It started as an experiment half a century back in Amsterdam with fifty cycles. Since then, the idea has evolved and expanded while retaining the basic essence. Advances in information technology gave a big boost to the idea and led to a massive growth in the last decade. Today, there are over 1.3 million shared cycles in over a 1000 cities around the globe. More systems are starting every year. Cycle sharing has demonstrated its ability to re-energize cycling—transforming the image of cycles from lowly tool to cool mode. In many cities, it has also led to the creation of large networks of safe cycling facilities.

Where does one start?

Above everything else, cycle sharing requires political will and policy support to succeed. Some of the largest and most successful cycle sharing systems in the world—such as those in Paris, London, and New York—are a result of active championing by the mayors of those cities. London’s hugely popular cycle-sharing scheme is a result of two of its former mayors, Ken Livingstone and Boris Johnson, who were determined to increase cycling in London.

The London story also gives us insights on the best way to implement a cycle sharing programme— through public-private partnership. While the London scheme is overseen by the city’s transport department, Transport for London, it is sponsored by Santander Bank (originally sponsored by Barclays) and operated by SERCO, a private company, on a six-year contract with service level benchmarks. The system that started with 5000 cycles in 2010 has expanded to 11,500 cycles today, serving 5-7 trips per cycle everyday.

Successful implementation of a cycle sharing system requires meticulous planning and oversight on the part of the government. Private sector participation can bring several advantages, including access to capital and technical expertise. But, constant oversight by the public implementing agency is necessary to ensure that the system meets high service quality standards. The contracting structure should create the right incentives by rewarding good work and penalising poor performance. In order to evaluate the operator’s performance, the implementing agency needs access to real-time system data.

What are the features of a good system?

To begin with, a system should have at least a 1000 cycles with a coverage of five square kilometres or more. Anything smaller is unviable and almost always fails. For instance, Smartbike DC in Washington DC failed to exist with ten stations and 120 cycles. It shut down in a year. Capital Bikeshare replaced it successfully with 1100 cycles connecting a 100 stations. Today, the system has three times as many stations and 2500 cycles. The most successful systems have over 5000 cycles; the largest ones have even more. The system in Hangzhou, the world’s largest, has over 80000 cycles.

Cycle sharing stations should be spaced closely—in a grid of 300m or less—so that users can get a-near-doorstep service. A fully automated system removes the need for staffing at a station. The number of docks in a system (where cycles are locked) is 1.5 to 2 times the number of cycles in operation. A typical station has 12-15 docks. Stations at some important locations, like public transport terminals, can be larger, with 30-50 cycles placed inside an enclosure, accessed through one or more automated control gates.

Technology plays a key role in cycle sharing—from safeguarding cycles from theft, to giving real time information to users as well as operators. Chips embedded in a smart card or tag (issued at the time of registration) allow users to unlock cycles from automated stations and docking points. Users get information on station location as well as availability of cycles through web based portals and mobile applications. Operators use the data collected to redistribute cycles from saturated stations to empty ones to ensure availability at all locations. Data also helps in planning future expansion of the system.

The overall appearance of the cycle is a key element in the branding of a cycle sharing system. It should project a sleek, modern image. Cycle should have specially designed parts and sizes to discourage theft. Operators must conduct regular and frequent maintenance of cycles. A cycle with a flat tyre or a broken chain is of no use. Users should be able to notify an operator if a cycle needs repair with just a push of a button at a station. For instance, the maintenance team should clean the cycles and inflate tyres every alternate day. Once every fortnight, things like drive chain lubrication and functioning of brakes should be checked. Once a year, a full overhaul is recommended.

What cycle sharing is not

Cycle sharing is often confused with cycle rental systems. Cycle sharing is a technology-based self-service system that differs in significant ways from the traditional commuting or tourism-oriented rental services that are present in many parts of India. Shared cycles give the user flexibility to pick and drop a cycle at any station, encouraging short trips and providing last mile connectivity. Rentals are small scale businesses with pricing models that encourage longer trips. Users have to return the cycle where they picked it up from.

Cycle sharing systems are also not a replacement for large-scale cycle distribution schemes. These programs, generally aimed at rural users, have a strong focus on poverty alleviation. It is important to recognize that cycle sharing is not necessarily for the poorest of the poor, but an alternative for short trips done by paratransit, bus, or walking. Many low-income residents already own and use cycles because they cannot afford to use any other mode, even public transport. A critical aim of cycle sharing is to attract new users who would not otherwise use cycles. By broadening the cycle user base and raising the profile of cycling in a city, cycle sharing can build a constituency for improved cycle infrastructure, which benefits all cyclists, rich and poor alike.

What is the future of cycle sharing in India? 

Over the past decade, there have been over a dozen experiments—all of them very small in size—in various parts of India. Some were non-profit enterprises; others were commercially driven. Many were, at best, cycle rentals; others were just advertising contracts in the garb of cycle sharing. It would be a fair to say that there is not a single shared cycle in operation in India at present.

In 2012, on behalf of the Ministry of Urban Development (Government of India), the Institute for Transportation and Development Policy (ITDP) prepared a planning toolkit for India cities on public cycle sharing systems. The Ministry has been actively encouraging cities to adopt this idea. A positive sign is the large number of cities that were selected in the first round of the India Smart Cities Challenge identified cycle sharing as a key initiative in their proposals.

Cycle sharing is an idea whose time has come in India. Many Indian cities are at an advanced stage of planning, or even implementation. According to calculations by ITDP, the top hundred Indian cities should have invested by the year 2031 in over over six hundred thousand shared cycles—along with many other sustainable transport facilities—to become truly smart. It remains to be seen if India will emulate the success of its neighbour, China!

‘Smart City’ gives wings to Ranchi’s urban dreams

Ranchi, capital of Jharkand- one of India’s youngest states, is taking incredible strides to transform itself into a livable, healthy, and sustainable city  in a very short span of time. With focus on improving the quality of life for its citizens, Ranchi is embracing people-centric planning practices including strengthening public transport services, implementing a progressive parking management system and adopting transit-oriented development principles for urban planning. These efforts were reflected in the city’s Smart City Proposal (SCP), which was selected in the fast-tracked second round of India’s Smart City Mission in May 2016.

Originally, Ranchi was not among the first twenty cities to be selected under the Smart City Mission. The proposal, which selected a greenfield development with focus mainly on drinking water, sanitation, sewage and solid waste management, failed to address the challenges of urban mobility posed by Ranchi’s rapidly growing urban population.

Until recently, the city’s transport problems were on the back burner. Although half of all the trips in the city are made on foot or cycle, footpaths and cycling lanes are almost non-existent. In the absence of a formal bus service, high polluting and unsafe informal paratransit caters to two thirds of all the motorised trips. Further, the limited financial capacity of the Ranchi Municipal Corporation (RMC) has been a major hindrance in changing the status quo.

However, in mid 2015, the city began to take its first steps towards a sustainable transport transformation. RMC assumed responsibility of overseeing city bus operations and is working towards expanding and improving the service. The city has also initiated the process to adopt a progressive parking policy to tackle traffic congestion. To test the policy, the city is working towards implementing priced parking on a heavy traffic commercial zone. The parking prices, which are pegged to parking demand, are approximately four times higher than the current rates. Building on these initial steps, Ranchi’s revised SCP, improved with technical inputs from ITDP, embraced multiple sustainable transport initiatives.

Over the next five years, Ranchi aims to increase its modal share of public transport to 50% by expanding its bus fleet by more than five times—from existing 65 buses to almost 375 buses. An intelligent traffic management system will help improve efficiency and service of its bus fleet. Further, to provide comfortable access to its public transport and encourage walking and cycling in the city, Ranchi aims to redesign 31.5 km of its streets as ‘Complete Streets’ with wide, safe and continuous footpaths, safe crossing facilities, clearly demarcated parking bays, and uniform carriageways.

The greenfield area based development is proposed to adopt a transit-oriented development (TOD) approach with dense, mixed-use neighbourhoods planned along frequent, fast, and reliable high capacity mass transport lines. The smart city proposal reinforces the city’s intention to curb private vehicle use by managing parking through market-based pricing.

With definite funding from the national and state governments towards these tangible improvements planned in the city, Ranchi is en route to transforming itself into a sustainable and equitable city. ITDP is a proud partner to the city in its mission to embrace this bright future.

Indian smart cities need a tenfold increase of mass rapid transit

India is urbanising at an unprecedented rate. A third of the country’s population—an estimated 400 million people—now lives in cities. As they cope with this growth, cities are realising that traditional transport solutions like wider roads and flyovers will not provide a lasting solution to their transport problems.

As the national capital has shown, these solutions are only causing high levels of air pollution and unsafe roads while mobility remains poor for the vast majority, including car users. Smart cities need to embrace a radically different approach to urban mobility: one that focuses on more efficient, sustainable forms of mobility like public transport, walking, and cycling.

At roughly 400 km, India has 1 km of high quality rapid transit per million urban residents—a thirtieth of France, the present world leader. To keep pace with its urban growth, India needs a ten-fold increase of its mass rapid transit supply. At the present rates of building mass transit in India, it would take two generations to build enough rapid transit!

Interestingly, developing countries like Brazil, Colombia, and Mexico have 4-5 times more rapid transit than India. These countries are also expanding their systems at significantly higher rates because they are creating surface systems like bus rapid transit (BRT) that are cheaper and quicker to implement. BRT systems feature dedicated median lanes for buses, allowing commuters to bypass congestion. They also provide features such as stepless boarding, off-board fare collection, and real-time passenger information to reduce delays and improve customer service.

Quick evolution of the Janmarg network

The Ahmedabad BRT system—known as Janmarg or “the People’s Way”—has revolutionised expectations about bus-based mass rapid transport in India. In a quick span of five years, Janmarg has expanded from a 12.5 km corridor to a network of 88 km of dedicated BRT corridors with 120 stations, providing connectivity across the entire city. Janmarg demonstrates that BRT can provide metro-quality service at a fraction of the cost.

Rapid transit, while important, is not enough. Many Indian cities have skeletal bus services or none at all. In their absence, people depend on intermediate public transport modes that are uncomfortable, unsafe, and highly polluting. The lack of reliable public transport is causing a shift to private two wheelers and cars. Hence, a formal bus-based public transport service is a necessity in all urban areas with a population of over two lakhs. In all, Indian cities will need over 4 lakh new city buses and minibuses by 2030.

In addition, streets must be redesigned to support walking and cycling—clean modes of transport that still play an important role in Indian cities. While more than a third of all the trips in most of our cities are made by foot or cycle, public transport trips too start and end on foot (or cycle)—making walking and cycling integral to India’s transport systems. Indian cities need to build 30,000 km of wide and accessible footpaths and 20,000 km of cycle tracks over the next decade.

In Chennai, the Corporation has proposed to create a safe and pleasant network of footpaths, cycle tracks and greenways through the entire city to arrest the current decline in walking and cycling. The first phase of the project has been implemented. Streets with wide carriageways and narrow footpaths have been replaced by wide, continuous and unhindered walking spaces, safe pedestrian crossings, protected cycle tracks, properly scaled carriageways, conveniently placed bus stops, and clearly designated on-street parking.

Investments promoting walking, cycling and public transport will not bear fruit unless Indian cities stop counterproductive car-centric investments like flyovers and elevated roads. No city in the world has solved its congestion problem by building more roads. Yet Indian cities are repeating the mistakes of developed countries. Rather, cities must control personal motor vehicle use through parking restrictions and market-based pricing.

Tackle congestion by limiting parking

Our cities should follow a simple mantra: build transit, add density, control parking. That is, cities should allow higher densities in areas where there is good connectivity to mass rapid transit while simultaneously limiting parking supply. Parking fees should be pegged to parking demand.

Ahmedabad’s Development Plan 2021 embraces this mantra. It encourages the use of public transport and promotes a compact city by allowing higher density commercial and residential activities along BRT corridors while removing minimum requirements for off-street parking in new buildings. All developments are allowed only two basements of free parking.

While these walking, cycling and public transport initiatives will require substantial funds, they will cost only a fifth as much as a car oriented future, with significantly better results for all. Sustainable transport will cut the outflow of foreign exchange for fossil fuel imports by 40 per cent, reduce air pollution by a third, and save tens of thousands of lives on our roads. Let’s invest in sustainable solutions that secure an equitable, liveable future for our cities.
